To implement work guidance of "First-tier supervision (counseling) over another level", the measure of 2 year-for-1 rotation is adopted in according to "All-out Defense Mobilization Preparation Program." For the first year, the Executive Yuan Mobilization Committee will invite the Office of Disaster Management(ODM), Homeland Security Office, and a business visit team with experts and scholars to conduct business visits on all-out defense mobilization with respect to the competent authorities in charge of eight mobilization preparation plans cum classified plans. In the following year, the Executive Yuan Mobilization Committee will include and take in competent authorities responsible for plans and classified plans from each ministry and committee to establish business interview and appraisal team, and carry out visits and evaluations on the implementation of all-out defense mobilization operations by municipal and county (city) government.
Of the interview (appraisal) procedure, briefings, written information review, on-site (dynamic) visits and comprehensive discussions are employed to appreciate the affiliated mobilization preparation plan cum classified plan by the competent authorities, and the context of mobilization preparation program as well as the promotion of promotion tasks for mobilization implemented by the municipal and county (city) government, helping to strengthen the coordinated operation function of mobilization system and realize the effectiveness of mobilization work.
