According to Article 4 of the Enforcement Rules for All-out Defense Mobilization Readiness Act, Mobilization Readiness Guidelines are issued once every two years. The Secretariat of the Executive Yuan All-out Defense Mobilization Committee (All-Out Defense Mobilization Agency) convenes the relevant departments responsible for mobilization readiness planning to jointly discuss the focus of mobilization work and strategic directions for the next two years based on international situations, social development, and actual needs of mobilization affairs. After being reviewed and approved at the annual meeting of the EExecutive Yuan All-out Defense Mobilization Committee, the Mobilization Readiness Guidelines are issued as the basis for formulating mobilization planning at all levels.

The content of the Mobilization Readiness Guidelines is based on Military Defense Strategy to coordinate all of the reserve forces of human resources, material resources, financial resources and technology as support for military task forces, disaster rescue and livelihood issues.
