2026 Urban Resilience (Air Defense) Exercises
To implement All-out Defense Education and deepen the public's air defense awareness, the Agency, in accordance with the Implementing Regulation on Air Defense Practice, has adopted the approach of "early warning with different areas and timings". Combined with the live-fire exercises of the Han Kuang Field Training Exercise, the exercises will be conducted sequentially in the Southern, Central, Outer and Offshore Islands, Eastern, and Northern regions on August 7 and from August 10 to 13, 2026. A 30-minute drill will be implemented in each region on the day of the exercise, including alarm transmission and issuance, evacuation and sheltering, traffic control, and disaster rescue. This will also feature a drill planned by the National Communications Commission (NCC) simulating mobile communication network disruptions, to be conducted across 14 local governments in the Central and Northern regions. All government agencies, military units, schools, groups, companies, factories, stations, or individuals within the exercise area failing to comply with the regulations outlined in Article 21 of the Civil Defense Act and Article 12 of the Implementing Regulation on Air Defense Practice to cooperate with control measures and drills may face fines ranging from NT$30,000 to NT$150,000 imposed by local governments in accordance with Article 25 of the Civil Defense Act.
