The fourth session of the 2025 Urban Resilience (All-Out Defense Mobilization) Exercises were conducted successfully by the Hsinchu County Government on Thursday, May 8 . The exercises were presided by Acting Mayor Mr.Oiu Chen Yuan and commanded by Secretary General Mrs. Zhang Zhi Xiang, with Director General of the Department of Special Education Ministry of Education Mr.Wu Lin Hui, serving as the guidance officer of Executive Yuan and led representatives from various ministries to conduct the evaluation. In addition, Minister without Portfolio of the Executive Yuan, Mr. CHI LIEN-CHENG, as well as Deputy Secretaries-General of the National Security Council, Mr. LIN FEI-FAN, also attended and observed the entire exercises. This is a demonstration of central and local governments’ joint commitment to strengthening whole of society defense resilience.

        The exercises effectively integrated local government agencies and bureaus, public and private sectors, civil defense forces, substitute military service personnel (including reservists), non-profit organizations, and rescue and volunteer groups. Centered on "disaster rescue operations during wartime," the exercises was conducted in realistic scenarios within small areas, simulating the operation of a wartime joint emergency response command and control center, the distribution of life’s essentials, the setup of relief and first aid stations, and cybersecurity protection. The exercise was realistic and intensive, successfully strengthening emergency response mechanisms to ensure the continuity of societal and daily life functions in the event of a disaster.
