2025 Academic Seminar for All-out Defense Education and Defense Mobilization

       To enhance research capabilities in the fields of all-out defense and defense mobilization, the Ministry of National Defense (hereinafter referred to as the "MND") and the Ministry of Education are co-hosting an academic seminar on related topics, organized by National Chengchi University (hereinafter referred to as "NCCU"). Through papers presentation by experts and scholars, joint discussions and the exchange of views, this seminar aims to produce professional and practical outcomes that can serve as references for future policy planning and implementation.

       This seminar was jointly organized by the MND, the Ministry of Education, and NCCU, with collaborative efforts in planning and related tasks. The opening ceremony was co-hosted on May 15, 2025, by Mr. PO, Vice Minister of National Defense, and Mr. CHANG-LIAO, Political Deputy Minister of Education. Mr. MA, Political Deputy Minister of the Ministry of the Interior, delivered a keynote speech regarding "The Background, Goals, Framework, and Implementation of the Whole-of-Society Defense Resilience policy. The seminar focused on the five main areas of All-Out Defense Education (international situation, defense mobilization, national defense policy, all-out defense, and defense technology) as well as the concept of whole-of-society defense resilience. There were in total 24 project-based papers presented and 193 participants, and the whole process was smoothly and successful.

       The MND will continue to collaborate with the Ministry of Education to host the "Annual All-Out Defense Education and Defense Mobilization Seminar" in May every year. Through diverse educational approaches, all-out defense will be promoted across society and campuses, fostering the concept that “the defense of our nation is our own responsibility.” This, in turn, will strengthen public support for all-out defense and truly safeguard national security and social stability.
