To implement All-out Defense Education and deepen the public's air defense awareness, the 2025 Urban Resilience (Air Defense) Exercises was conducted from July 15 to 18 in 2025 , based on the scenario of a sudden enemy air attack. It adopted the method of "with warning, by zone, at different times," and was implemented in the order of Central, Southern, Northern, Eastern, and Outer (Offshore) Islands. In each area, local governments integrated police, fire, civil defense, and alternative service personnel to conduct practical drills including alarm transmission and issuance, evacuation and sheltering, traffic and other necessary controls, and disaster relief (war disaster rescue). The assisting personnel totaled over 46,000, and vehicles/equipment totaled over 16,000.
For this exercise, local governments selected three townships (towns, cities, districts) to continuously expand the verification of the public actually entering air raid evacuation and sheltering facilities. The key point was placed for the first time on evacuation and sheltering in indoor venues where crowds are more likely to gather, such as public transportation, daily consumption areas, and public institutions/organizations, to familiarize the public with air raid response measures and reduce damage from air attacks. All drills were accurate and realistic, and the exercise mission was successfully accomplished.
This Ministry will continue to collaborate with relevant central government agencies to conduct air defense exercises annually. Through diversified promotion, public participation, and practical drills, we aim to deepen the public's defense awareness that "being prepared leads to greater safety," thereby garnering support for All-out Defense and truly safeguarding national security and social stability.
