       To implement concrete mobilization measures, verify mobilization effectiveness, enhance local governments’ response capabilities in the event in wartime scenario, and ensure that both central and local government agencies can fully function, thereby maintaining normal societal and livelihood operations during wartime, the 2025 Urban Resilience (All-Out Defense Mobilization) Exercises have been integrated with the annual disaster prevention and relief drill of the Office of Disaster Management, Executive Yuan, and conducted in a biennial rotation among the 22 special municipalities and counties (cities) across the country.

       The exercises were divided into " Table Top Exercise" in the morning and "Comprehensive Iimplementations" in the afternoon with a focus on disaster rescue operations under wartime conditions. It aimed to enhance cross-agency coordination between central and local governments, as well as between public and private sectors. The exercises emphasized sustaining civilian resilience and incorporated live personnel and real materials for the first time, setting up actual distribution stations, first aid stations, and relief centers on-site. This approach served to sharpen local leaders’ response capabilities when facing disaster and verify the command and coordination effectiveness of joint emergency response centers at all levels.
