To enhance public awareness of air-raid preparedness, the All-out Defense Mobilization Agency, in accordance with the Implementing Regulation on Air-raid Practice, adopted the approach of "early warning with different area and timing," and combined with the live-fire exercises of the Han Kuang Field Training Exercise to conduct the Wan An exercise sequentially in the central, southern, northern, eastern Taiwan, and outlying islands from July 15 to 18, 2025. A 30-minute alarm transmission, evacuation, and traffic control will be implemented in each region from 13:30 to 14:00 on the day of the exercise. Following the deactivation of the air-raid exercise alarm, a 60-minute drill for setting up Relief Stations for relocation and sheltering of victims and Emergency Aid Stations for on-site medical treatment of the injured and wartime rescue (disaster rescue) will be conducted from 14:00 to 15:00. All the groups, companies, factories, stations, and people within the exercise area failing to comply with the regulations outlined in Article 21 of the Civil Defense Act and Article 12 of the Implementing Regulation on Air-raid Practice may face fines ranging from NT$30,000 to NT$150,000 in accordance with Article 25 of the Civil Defense Act.
