2026 Urban Resilience (All-Out Defense Mobilization) Exercises

To implement concrete mobilization approaches, verify mobilization effectiveness, and enhance local governments' response capabilities during emergencies or wartime, ensuring that central and local government agencies can fully function to maintain societal and essential public services; the 2026 Urban Resilience (All-Out Defense Mobilization) Exercises are integrated with the annual disaster prevention drills of the Office of Disaster Management from Executive Yuan and conducted in a biennial rotation among the 22 municipalities and counties (cities) nationwide.
The exercise is conducted over two days: the first day features a "Table Top Exercise," and the second day involves "Comprehensive Implementations," focusing on response capabilities during war or major crises. It aims to expand cross-unit integration and coordination between central and local governments, as well as between the public and private sectors, focusing on maintaining civilian resilience. Using small areas and realistic scenarios, the drills employ personnel and real materials on-site to verify the command, dispatch, resource coordination, and control capabilities of each municipal and local government.
