2026 Urban Resilience (Air Defense) Exercises
To implement All-out Defense Education and deepen public air defense awareness, the All-out Defense Mobilization Agency, in accordance with the "Implementing Regulations on Air Defense Exercises," will adopt a "with warning, by zone, and at different times" approach in conjunction with the Han Kuang Field Training Exercise. The exercises will be conducted from August 7 and August 10 to 13, 2026, in the order of Southern, Central, Outer/Offshore Islands, Eastern, and Northern regions. Each region will implement a 30-minute period of alarm transmission and issuance, evacuation and sheltering, traffic, and other necessary controls from 13:30 to 14:00 (10:00 to 10:30 for the Southern region) on the day of the exercise, including disaster relief drills (with the Ministry of Digital Affairs and the National Communications Commission simulating network communication obstruction). If any government agencies, military units, schools, groups, companies, factories (stations), or individuals within the exercise areas fail to comply with the controls and drills as prescribed by Article 21 of the Civil Defense Act and Article 12 of the Implementing Regulations on Air Defense Exercises, local governments may impose fines ranging from NT$30,000 to NT$150,000 in accordance with Article 25 of the Civil Defense Act.
