Explanation of the All-out National Defense Handbook (Template)

(1) Purpose of organization and compilation: In compliance with the instructions of the President, this Ministry has organized and compiled the "All-out National Defense Manual" (template) to provide the general public with relevant emergency and response information in the event of military crises and potential disasters, and help enhance awareness of dangers in times of peace and preparations for security and survival skills.

(2) Manual Features:

1. Organizes emergency response QR Code information for convenient queries.

2. Clear illustrations make it suitable as a reference for people of all ages.

3. Q&A of war-time scenarios, and guide for the public in real-life scenarios.

4. Describes the responsibilities of the central government, local government, and village chiefs.

5. Information about evacuations, medical care, and other information based on actual situations in the region.

(3) Structure of organization and compilation:

With reference to similar manuals in Sweden, Japan, and other countries, ministries, and municipality and county (city) governments were invited to discuss the organization and compilation of this manual, which contains 11 key sections:

3. Contingency measures in the event of building collapse and fire

4. Contingency measures in the event of power outages

5. Contingency measures in the event of lack of water supply

6. Emergency medical care

7. Contingency measures in the event of shortages of daily necessities

8. Disaster prevention (war preparedness) supplies and rescue preparations

9. Survival basics

10. Emergency reporting hotline for emergencies

11. Mobilization information for reserves
