Explanation of the "No.46 Wan An Exercise" in 2023
The Wan An No. 46 exercise is scheduled to be held from July 24 to 27, working in conjunction with the Han Kuang Field Training Exercise, and will be implemented in the order of northern, southern, eastern Taiwan, outer (outlying) islands, and central Taiwan. On the day of the exercise, practical drills will be implemented in various regions following the distribution of warning alerts, evacuations for shelter, and traffic control from 13:30 to 14:00. The “disaster victim shelter and relief s¬tations" drills will then be carried out from 14:00 to 14:30.
The focus of the drill is air-raid evacuations and shelters. Each of the 22 local governments will select a village (township, city, district) to practice "stopping vehicles and evacuating people nearby" and "entering shelter facilities during air-raid evacuations," helping the public to learn to find shelter upon hearing warning alarms and build their awareness of air-raid evacuation procedures.
In terms of shelter and relief for disaster victims, an additional 30 minutes will be added after the warning alarm of the exercise is lifted. During the additional time slot, each of the 22 local governments will set up a shelter and relief station for disaster victims, integrating local governments, Tzu Chi Charity, groups, and enthusiastic volunteers, while various accommodation, water supplies, power, and other supplies and resources are checked to strengthen relief capabilities.
When people driving vehicles in each administrative area of the drill hear the air-raid drill siren, drivers are requested pull over to a safe place and get out of their vehicles. Drivers and passengers should follow the guidance of police and civil defense personnel on duty and enter the nearest air-raid evacuation and shelter facility. If anyone fails to work with the control and drills of exercise orders in accordance with Article 21 of the Civil Defense Act and Article 12 of the Air Defense Exercise Implementation Regulations, each local government may resort to Article 25 of the Civil Defense Act and impose a fine of between NT$30,000 and NT$150,000.
