The tenth session of the 2025 Urban Resilience (All-Out Defense Mobilization) Exercises was conducted successfully by the Taipei City Government on Thursday, July 17. The tabletop exercise (TTX) in the morning was commanded by the Mayor Wayne Chiang, while Chief Secretary of the Ministry of Digital Affairs, Ms. Hu Beidi, acted as the Executive Yuan's supervising officer and led representatives from central governmental agencies to conduct evaluations. During the practical exercise in the afternoon, President Lai Ching-Te led the heads of various ministries to inspect in person the setup of aid stations, relief stations, and the practice of psychological warfare. This is a demonstration of central and local governments’ joint commitment to strengthening Whole-of-Society Defense Resilience.
The exercises effectively integrated local governmental agencies and bureaus, public and private sectors, civil defense forces, substitute military service personnel (including reservists), non-profit organizations, and rescue and volunteer groups. Centered on "disaster relief during wartime," the exercise was conducted in realistic scenarios within small areas, simulating the operation of a wartime joint emergency operation center, the distribution of daily necessities, the setup of relief and aid stations, and cybersecurity protection. The exercise was realistic and intensive, successfully strengthening emergency response mechanisms to ensure the continuity of societal and daily life functions in the event of a war.
