Promoting "In Case of Crisis: Taiwan's National Public Safety Guide": Building Whole-of-Society Defense Resilience

In the face of increasingly severe global strategic changes, extreme disasters caused by climate change, and regional security challenges, the Ministry of National Defense formally released the third edition of the All-out Defense Handbook on September 16, 2025, titled "In Case of Crisis: Taiwan's National Public Safety Guide".
The guide uses easy-to-understand illustrations and text to guide citizens from "being prepared" in peacetime to "being safer" during wartime, thereby strengthening the public's self-protection capabilities and the will to maintain national security.
