The 2026 Urban Resilience (All-Out Defense Mobilization) Exercises of Taoyuan City were completed on June 3 , 4 (Wednesday and Thursday)

       The 5th session of the 2026 Urban Resilience (All-Out Defense Mobilization) Exercises was conducted by the Taoyuan City Government on June 3 and 4 (Wednesday and Thursday). Following Mayor Chang San-cheng's remarks at the Table Top Exercise, Secretary-General Wen Tai-hsin participated throughout the event and served as the exercise commander. Administrative Deputy Minister of Education Chu Chun-chang served as the Executive Yuan evaluator, leading representatives from various ministries to conduct the assessment. Additionally, Executive Yuan Minister without Portfolio Chi Lien-cheng attended to provide guidance, demonstrating the shared commitment of both the central and local governments to whole-of-society defense resilience preparedness.


       The first day's Table Top Exercise was conducted in a "scenario-based, script-free" manner. By elevating the wartime situational scenarios of various conflict contexts, the control group issued situations supplemented by spontaneous developments. This allowed participants to experience the harsh environment of wartime and verified the "decision-making" as well as "command and control" capabilities of city government leaders and the Local Joint Emergency Operations Center (LJEOC).


       On the second day, the Comprehensive Implementations were carried out across five administrative districts, including Taoyuan District of Taoyuan City, based on the conclusions of the first day's Table Top Exercise. Adhering to the requirements of "moving upon orders, starting from scratch, and continuous training," the drills utilized personnel and real materials on-site within small areas and realistic scenarios to elevate the intensity of the exercise. The exercise also continued to expand public participation; in addition to utilizing civil defense group, it incorporated personnel from private organizations, alternative service, the Taiwan Community Emergency Response Team (T-CERT), and volunteer groups to rigorously practice the establishment of first aid stations, relief stations, and rationing stations. This verified the effectiveness of medical care, IDP sheltering, and supplies distribution, truly rooting all-out defense capabilities at the grassroots level, effectively integrating emergency response mechanisms, and ensuring uninterrupted societal and essential public services during wartime.
