The 7th session of the 2026 Urban Resilience (All-Out Defense Mobilization) Exercises was completed by the Nantou County Government on July 1 and 2 (Wednesday and Thursday). Deputy Magistrate Wang Rui-de participated throughout the entire process and served as the exercise commander, while National Communications Commission (NCC) Commissioner Wang Yi-hui served as the Executive Yuan instructor, leading representatives from various ministries and agencies to conduct the evaluation.
Vice President Hsiao Bi-khim of the Presidential Office (for the Comprehensive Implementations), Executive Yuan Minister without Portfolio Chi Lien-cheng (participated throughout the entire process), and Deputy Secretary-General Lin Fei-fan of the National Security Council (participated in the Comprehensive Implementations) all attended to provide guidance, demonstrating the shared importance attached by the central and local governments to the preparedness of whole-of-society defense resilience.
The first day's table-top exercise was conducted in a "scenario-based, script-free" manner. By elevating the wartime scenario settings of various conflict situations, the control headquarters issued situations supplemented by unexpected contingencies, allowing participants to experience the harsh environment of wartime and verifying the "decision-making" and "command and control" capabilities of the county government leaders and the Local Joint Emergency Operation Center (LJEOC).
The second day featured Comprehensive Implementations. Based on the conclusions of the first day's Table Top Exercise, the drills were carried out across 3 administrative districts, including Nantou City, Caotun Town, and Shuili Township in Nantou County. In compliance with the requirements of "moving upon orders, starting from scratch, and continuous training," the exercises employed personnel and real materials on-site within small areas and realistic scenarios to enhance the intensity of the drill. Furthermore, the exercise continued to expand public participation; in addition to the utilization of civil defense groups, it also incorporated human resources from non-governmental organizations, alternative service personnel (including reservists), Taiwan Civil Voluntary Emergency Response Teams (T-CERT
), and volunteer groups. The drills practically simulated the establishment of first aid stations, relief shelters, and rationing stations to verify the effectiveness of medical care, IDP sheltering, and material rationing. This approach ensures that all-out defense capabilities truly take root at the grassroots level, effectively integrating emergency response mechanisms to safeguard societal and essential public services during wartime.
