The Seminar on Professional Manpower for Mobilization 2023 was held from March 7 to March 30, 2023 at the Civil Service Development Institute. Four training echelons were held during the seminar, and personnel involved in mobilization who actually manage mobilization affairs were chosen from among ministry, municipality, and county (city) governments, as well as Armed Forces units. The institute invited experts and scholars to compose instructions on wartime scenarios to strengthen the operation capabilities of local governments, helping civil defense security drills based on command, dispatch mechanisms, and emergency response capabilities at all levels. Groups were mixed to implement situation development and progression in complex disaster scenarios to discipline the tripartite coordination mechanism among central ministries, local governments, and Armed Forces units so they can make use of the scenario deductions to explore peacetime and wartime tasks, and obstacles and improvement actions in the mobilization plan as a reference for improving the mobilization mechanism for the future.
