The 2022 Seminar on Professional Manpower for Mobilization was conducted in four sessions from March 17 to April 22, 2022, at the Armed Forces Reserve Command, All-out Defense Mobilization Agency Cadre Training Center. Senior officials responsible for mobilization affairs from various mobilization departments, municipalities, counties (and cities), and military units were appointed to attend. The content of the seminar was divided into topics such as "Introduction to All-out Defense Mobilization Mechanism," "Explanation of Mobilization Regulations," "Group Discussions on Mobilization Issues," "Comprehensive Reports," "Sharing of Mobilization Practice," and "Opinion Exchange Symposium." Scenarios were developed by the Agency based on wartime situations for trainees to discuss and formulate response strategies. The emphasis was placed on "Control Capability Inventory and Mobilization Readiness," "Maintaining Social Operations," and "Disaster Relief and Support for Military Operations." The Director of the Division of National Security Research, Institute for National Defense and Security Research, INDSR, Dr. Ming-Shih Shen, Research Fellow Han Gang-Ming, and representatives from various mobilization supervisory authorities to attend and provide guidance. Through scenario simulations, mobilization tasks during peacetime and wartime and improvements were explored collectively.
