The 2026 "Mobilization Professional Manpower Workshop" was held in 8 sessions between January 13 and March 19, 2026. The workshop was categorized into two classes: the "Senior Military, Police, and Firefighting Class" and the "Mobilization Professional Class," with participants including senior officials from various ministries, local governments, national critical infrastructure, and mobilization personnel from military, police, firefighting, and National Armed Forces units. The curriculum included "Policy Background, Goals, Framework, and Implementation of Whole-of-Society Defense Resilience," "Types of Gray Zone Patterns," "International and Cross-Strait Situations," "Building Total Defense Resilience through Civil-Military Resource Integration," "The Correlation between All-out Defense Mobilization and Whole-of-Society Defense Resilience," "Overview of Command Operational Procedures," "Application of the All-out Defense Mobilization Information Integration System," "Explanation of Tools for Situation Tabletop Exercises," and "Situation Tabletop Exercises". Through professional lectures and situational exercises, the workshop aimed to unify operational thinking and hone response capabilities to cultivate and enrich specialized mobilization personnel.
