Min An Exercise

To verify mobilization efficiency and strengthen the disaster response capabilities of local governments during wartime and to ensure the uninterrupted operation of government agencies at all levels and the safety of society and livelihoods, the "All-out Defense Mobilization and Disaster Prevention and Rescue (Min An) Exercise" is conducted in conjunction with the annual disaster prevention and rescue exercises organized by the Executive Yuan. The exercise is implemented in a two-year cycle across the 22 municipalities and counties (cities).

The Min An Exercise includes "military simulations" and "comprehensive implementations," focusing on disaster rescue operations during wartime scenarios, the operation of Wartime Shelter and Relief Stations for IDPs, and enhancing the preparedness of medical systems for wartime casualties.

The "All-out Defense Mobilization and Disaster Prevention and Rescue Exercise (No. 9 Min An)" in 2023 primarily focuses on disaster rescue operations during wartime scenarios, practicing activities such as "allocation arrangement of daily necessities," "utilization of substitute military service manpower resources," and "rescue operations for critical national infrastructure." Compared to the previous year, the proportion of war disaster training subjects has increased from 50% to over 70%, effectively enhancing the disaster response capabilities of local governments.
