Ministry of the Interior-Mobilization of Manpower Resources
The Readiness Program for Mobilization of Manpower Resources is overseen by the Ministry of the Interior. The Program focuses on conducting investigations, calculations and organization of professional citizens, civil defense forces, volunteer firefighters and volunteer disaster rescuers, as well as of arrangement planning for school youths, retired veterans, and those who had been injury, or physical or mental impediment during wars.
There are 7 classifications, which are summarized as follows:
Civil Defense Forces Manpower Mobilization:
- Supervisory Agency: Ministry of the Interior.
- Key Points: Implement civil defense forces manpower readiness operations, including conducting investigations, statistics, organization, training, and drills.
Firefighting Manpower Mobilization:
- Supervisory Agency: Ministry of the Interior.
- Key Points: Complete preparations for firefighting manpower mobilization, including organization, allocation, training, vacancy filling, and management.
Important Production Manpower Mobilization:
- Supervisory Agency: Ministry of Economic Affairs.
- Key Points: Identify important production facilities and complete operations such as investigations, organization, and training for important technical manpower.
Transportation Manpower Mobilization:
- Supervisory Agency: Ministry of Transportation and Communications.
- Key Points: Conduct investigations, statistics, organization, management, and verification of transportation manpower. Establish command and control mechanisms with the military to coordinate transportation manpower. Complete tasks such as personnel assignment, training methods, and support during peacetime and wartime.
School Youth Serving Mobilization:
- Supervisory Agency: Ministry of Education.
- Key Points: Coordinate and plan school serving manpower training and drills to ensure that schools can fulfill functions such as campus safety, self-rescue, and rescue operations during disasters.
Mobilization of Arrangement for Retired Veterans and Those Who Had Been Injury, or Physical or Mental Impediment during Wars :
- Supervisory Agency: Veterans Affairs Council.
- Key Points: Provide assistance to veterans for education, employment, medical care, living support, and other services. Also, facilitate the placement of veterans and enhance the quality of manpower within affiliated organizations.
Substitute Military Service and Reserve Mobilization:
- Supervisory Agency: Ministry of the Interior.
- Key Points: Coordinate and plan for the organization, allocation, training, vacancy filling, and management of substitute military service and reserve manpower.
The Readiness Program for Mobilization of Manpower Resources and its Classifications are issued according to the provisions of Articles 5 and 6 of the Enforcement Rules for All-out Defense Mobilization Readiness Act respectively before March 31st and May 31st of each year.
