Ministry of Economic Affairs-Mobilization of Material and Economic Resources
The Readiness Program for Mobilization of Material and Economic Resources is overseen by the Ministry of Economic Affairs. The Program focuses on completing investigations and statistics of important materials resources and fixed facilities, selecting certain critical materials for stockpiling, establishing a national defense industrial mobilization production system, formulating allocation arrangement for daily necessities, and devising readiness measures such as maintenance and repairs proceedings, for petroleum, power and water supplies.
There are 9 classifications, which are summarized as follows:
Comprehensive Plan for Investigation of Important Material Resources and Fixed Facilities:
- Supervisory Agency: Ministry of Economic Affairs.
- Key Points: Conduct regular investigations of "important material resources" and "fixed facilities" according to regulations and periodically update the information system of the investigations to meet the needs of society and people's livelihoods in times of emergency.
Oil and Gas Mobilization:
- Supervisory Agency: Ministry of Economic Affairs.
- Key Points: Devote efforts to the procurement and exploration production of oil required nationwide, reserve supplies, and plan contingency measures such as oil and gas refining, transportation, and storage during emergencies.
- Supervisory Agency: Ministry of Agriculture.
- Key Points: Maintain national food security, stabilize food supply, establish a graded management system for food security, monitor food security inventory, and establish a reserve mechanism.
- Supervisory Agency: Ministry of Economic Affairs.
- Key Points: Regulate domestic coal supply and demand, ensure long-term stable international coal supply, and increase reserves of coal for energy security.
Allocation Arrangement for Daily Necessities during Shortages:
- Supervisory Agency: Ministry of Economic Affairs.
- Key Points: Handle matters related to allocation arrangement standards, recipients, regions, ticketing operations planning, drills, and the selection and installation of allocation arrangement stations.
Mobilization of Important Daily Necessities and Industrial Material Resources:
- Supervisory Agency: Ministry of Economic Affairs.
- Key Points: Prepare dynamic data on various important daily necessities and industrial material manufacturers, production capacity, etc., to assist in the formation of production systems during emergencies. Also, enhance the preparation of necessary machinery and equipment, raw materials, water, electricity, and transportation.
Electric Power Mobilization:
- Supervisory Agency: Ministry of Economic Affairs.
- Key Points: Promote electric power development projects, assess electricity consumption growth, strengthen measures such as procurement and storage of power generation equipment and fuel, and enhance facility security maintenance. Additionally, anticipate various scenarios of power damage and pre-store the necessary power generation equipment for contingency.
Water Supply Mobilization:
- Supervisory Agency: Ministry of Economic Affairs.
- Key Points: Coordinate and plan the organization, allocation, training, storage, and management of reserve manpower for substitute military service.
Preparedness and Maintenance of Important Reservoirs:
- Supervisory Agency: Ministry of Economic Affairs.
- Key Points: Inventory strategic water sources to meet basic needs for livelihood, medical, and national defense purposes. Also, inventory related facilities, power supply, fuel, and mobile water purification equipment for clean water supply to ensure uninterrupted water supply.
The Readiness Program for Mobilization of Material and Economic Resources and its Classifications are issued according to the provisions of Articles 5 and 6 of the Enforcement Rules for All-out Defense Mobilization Readiness Act respectively before March 31st and May 31st of each year.
