Ministry of Health and Welfare-Mobilization of Public Hygiene
The Readiness Program for Mobilization of Public Hygiene is under the responsibility of the Ministry of Health and Welfare. The Program focuses on the condition of medical facilities and the readiness tasks carried out by medical personnel, including investigations, statistics, and organization, to complete the establishment and evacuation plan of temporary medical facilities. It also assists public and private hospitals in stocking essential trauma drugs and medical supplies to meet the needs of patients with injuries or illnesses.
There are 4 classifications, which are summarized as follows:
Medical Affairs Mobilization:
- Supervisory Agency: Ministry of Health and Welfare.
- Key Points: Integrate the healthcare system, plan for emergency response mechanisms for a large number of patients with injuries or illnesses, coordinate the deployment of medical personnel and medical equipment, and strengthen healthcare resilience.
Pharmaceutical Affairs Mobilization:
- Supervisory Agency: Ministry of Health and Welfare.
- Key Points: Monitor the domestic reserves of pharmaceuticals and medical supplies, utilize information systems to strengthen inventory management, procurement, and other operations, and manage the distribution of pharmaceuticals and medical supplies for emergencies.
Military Medicine Mobilization:
- Supervisory Agency: Ministry of National Defense.
- Key Points: Conduct and promote training for military casualties care and expand medical rescue capabilities; plan for the organization of medical personnel based on military medical needs, and conduct procurement and utilization operations for materials and fixed facilities.
Infectious Disease Prevention and Control Mobilization:
- Supervisory Agency: Ministry of Health and Welfare.
- Key Points: Strengthen surveillance and testing of epidemic outbreaks, manage information on materials for communicable disease control, implement border quarantine and overseas epidemic prevention measures, and guide municipal, city, and county governments and medical institutions in implementing various infectious disease prevention and control measures and health education communications.
The Readiness Program for Mobilization of Public Hygiene and its Classifications are issued according to the provisions of Articles 5 and 6 of the Enforcement Rules for All-out Defense Mobilization Readiness Act respectively before March 31st and May 31st of each year.
