National Science and Technoloqy Council - Mobilization of Technology

  The Readiness Program for Mobilization of Technology is overseen by the National Science and Technology Council. It focuses on integrating industries, academia, research institutions to plan for the research and development of weapon systems and maintenance mechanisms, as well as strengthening support capabilities for chemical warfare agents and radiation protection mobilization readiness.

  There are 5 classifications, which are summarized as follows:
Science and Technology R&D Personnel Mobilization:
  1. Supervisory Agency: National Science and Technology Council.
  2. Key Points: Establish a database of science and technology R&D personnel capable of addressing traditional and non-traditional threats. Continuously strengthen database registration, classification and query, and system high availability mechanisms to meet technological mobilization readiness requirements.
National Defense Science and Technology R&D Mobilization:
  1. Supervisory Agency: Ministry of National Defense.
  2. Key Points: Establish a national defense science and technology R&D mobilization mechanism. Familiarize operational processes through regular drills and complete national defense science and technology R&D mobilization readiness to ensure sufficient technological personnel and material resources for continuous promotion of emergency national defense technology R&D and production tasks.
Chemical Warfare Agent Protection Support Mobilization:
  1. Supervisory Agency: Ministry of Environment.
  2. Key Points: Implement toxic chemical materials disaster protection operations. To enhance the nation's toxic chemical materials disaster response capabilities by surveying and managing toxic chemical materials disaster protection mobilization capabilities, strengthening notification and communication channels, enhancing emergency support systems, improving legal readiness and response mechanisms, and conducting relevant mobilization training and exercises.
Radiation Protection Mobilization:
  1. Supervisory Agency: Nuclear Safety Commission. 
  2. Key Points: Strengthen radiation protection mobilization notification and communication channels, grasp radiation protection mobilization capabilities such as databases of radiation professionals, equipment, and facilities. Enhance support systems to integrate mobilization response resources for decision-making reference.
Cybersecurity Protection Mobilization:
  1. Supervisory Agency: Ministry of Digital Affairs. 
  2. Key Points: Integrate cybersecurity talent from industry, government, academia, and research sectors. Complete cybersecurity talent surveys, statistics, and registration. Formulate national cybersecurity policies and implement national cybersecurity protection, drills, audits, cybersecurity education, and training.
  The Readiness Program for Mobilization of Technology and its Classifications are issued according to the provisions of Articles 5 and 6 of the Enforcement Rules for All-out Defense Mobilization Readiness Act respectively before March 31st and May 31st of each year.
