Ministry of National Defense-Military Mobilization

　　The Readiness Program for Military Mobilization is overseen by the Ministry of National Defense, with a focus on aligning with the goals of the reserve force mobilization system reform. It aims to integrate human and material resources, improve the organization and combat training of military reserve forces, and prepare equipment and material resources required at war for regular and reserve forces.

　　There are 7 classifications, which are summarized as follows:

1. Supervisory Agency: Ministry of National Defense. 
2. Key Points: Based on military operation requirements, reorganize reserve force structures and missions. Plan various types of reserve forces to support defensive operations. Increase education recall training hours, intensify training to achieve the combat-oriented goal of "mobilize, train and prepare for combat on site" for reserve forces. Coordinate with military exercises to enable regular forces to fully unleash combat power.

1. Supervisory Agency: Ministry of National Defense. 
2. Key Points: Support military service tasks based on needs of military units. Without impacting military missions, cooperate with administrative agencies' applications to maintain local security, civil air defense, and assist in protecting critical national infrastructure, and other services.

2. Key Points: Military units verify and prepare important supplies and fixed facilities based on requirements through "practical exercise" of material resources mobilization (Tzu Chiang) Exercise to review equipment shortages and conditions.

Key Points: Military units at all levels complete certification of civilian transportation tools (including aircraft, sea vessels, vehicles) and engineering equipment based on wartime requisition quantities and potential major disaster needs in theaters of operations. Implement requisition and utilization verification through annual Han Kuang and material resources mobilization (Tzu Chiang) Exercises.

2. Key Points: In line with technological development and decisions by the AHCCDDI, update mobilization factories timely. Support disaster relief operations by order. Rapidly mobilize military arsenals and civilian factories for expanded production and emergency repairs during wartime. Verify through live-fire material resources mobilization (Tzu Chiang) exercises to facilitate wartime conversion to production and repair support for maintenance support tasks.

2. Key Points: Large quantities of weapons and equipment spare parts need replenishment rapidly during wartime. To avoid impacting combat capacities due to shortages, establish military-civilian dual-use supply standards and specification harmonization during peacetime to stockpile military production capabilities in the private sector and strengthen civil-military cooperation.

2. Key Points: Maintain grasp of civilian cyberwarfare experts and talented information personnel. Facilitate wartime mobilization of civilian cyber warfare specialists and information material resource support for military operations.

　　The Readiness Program for Military Mobilization and its Classifications are issued according to the provisions of Articles 5 and 6 of the Enforcement Rules for All-out Defense Mobilization Readiness Act respectively before March 31st and May 31st of each year.
