Ministry of Transportation and Communications-Mobilization of Transportation

  The Readiness Program for Mobilization of Transportation is led by the Ministry of Transportation and Communications. The Program focuses on planning the readiness proceedings of land, water, and air transportation, enhancing the operational capacity of ports, planning for the mobilization readiness operations of airports and navigation aids and training of emergency repairs, and conducting regular investigations, statistics, and adjustments for vehicles, vessels, aircraft, heavy engineering machinery, public and private telecommunications control equipment manufacturers, telecommunications enterprises and dedicated telecommunications installers, related repair shops, and operators.

  There are  ten classifications, which are summarized as follows:
Railway Mobilization:
  1. Supervisory Agency: Ministry of Transportation and Communications.
  2. Key Points: Monitor the transportation capacity of the railway system, strengthen the construction and maintenance of infrastructure such as roads, bridges, telecommunications, and Overhead Catenary System electric power transmission, reserve emergency repair equipment and tools, and enhance preventive measures related to driving safety.
Highway Mobilization:
  1. Supervisory Agency: Ministry of Transportation and Communications.
  2. Key Points: Undertake the reconstruction and maintenance of highways and bridges, manage the highway transportation system, and strengthen the safety maintenance of various facilities to support domestic transportation.
Freeway Mobilization:
  1. Supervisory Agency: Ministry of Transportation and Communications.
  2. Key Points: Effectively maintain and manage national highways and their emergency repair equipment, improve repair capabilities, strengthen the safety maintenance of various facilities to ensure effective operation. Additionally, enhance transportation management and accident prevention to ensure transportation efficiency.
Vehicle Mobilization:
  1. Supervisory Agency: Ministry of Transportation and Communications.
  2. Key Points: Handle the registration and management of various types of vehicles and drivers, as well as conduct investigations and statistics on automotive repair shops and technicians.
Heavy Engineering Machinery Mobilization:
  1. Supervisory Agency: Ministry of the Interior.
  2. Key Points: Strengthen the investigations, statistics, and management of various types of heavy engineering machinery and operators, and familiarize with mobilization procedures to meet the transportation and deployment needs during emergencies.
Water Transportation Mobilization:
  1. Supervisory Agency: Ministry of Transportation and Communications.
  2. Key Points: Undertake mobilization readiness proceedings for commercial vessels with a gross tonnage of 20 or above, including crew management, preparation, and requisitioning. Also, enhance the construction and maintenance of facilities such as ports, docks, warehouses, machinery, vessels, and harbors.
Fishing Vessel Mobilization:
  1. Supervisory Agency: Ministry of Agriculture.
  2. Key Points: Plan for the registration, preparation, and requisitioning of fishing vessels and their crew members. Also, strengthen the safety maintenance of various facilities to ensure effective operation.
Air Transportation Mobilization:
  1. Supervisory Agency: Ministry of Transportation and Communications.
  2. Key Points: Handle investigations, registration, and requisitioning procedures for aircraft (including remotely piloted drones). Strengthen air traffic control and navigation aids systems, emergency accident and wartime aircraft navigation safety control, and ensure the safety maintenance of all facilities for effective operation.
Communication Mobilization:
  1. Supervisory Agency: National Communications Commission.
  2. Key Points: Regularly survey and compile statistics on the use of communication facilities. Strengthen mobilization readiness proceedings for telecommunications, postal services, and meteorology. Complete support for emergency and military communication readiness and reinforce the operation of related communication backup systems.
High-Speed Rail Mobilization:
  1. Supervisory Agency: Ministry of Transportation and Communications.
  2. Key Points: Ensure the transportation capacity of the entire high-speed rail network. Strengthen maintenance, operation, and management of infrastructure such as roads, bridges, telecommunications, and Overhead Catenary System electric power transmission. Reserve emergency repair equipment and tools, enhance emergency repair skills, and reinforce preventive measures related to driving safety.
  The Readiness Program for Mobilization of Transportation and its Classifications are issued according to the provisions of Articles 5 and 6 of the Enforcement Rules for All-out Defense Mobilization Readiness Act respectively before March 31st and May 31st of each year.
