Ministry of Education-Mobilization of Morale

  The Readiness Program for Mobilization of Morale is under the responsibility of the Ministry of Education. The Program focuses on integrating school education, utilizing mass media to promote the concept of all-out national defense, cultivating the ideology of patriotism, enhancing national defense knowledge, and fostering a strong awareness of participating in safeguarding national security.

  There are 5 classifications, which are summarized as follows:
All-out National Defense Morale Education:
  1. Supervisory Agency: Ministry of Education.
  2. Key Points: Promote all-out national defense education and diverse teaching methods, enhance the national defense literacy of teachers and students, foster a sense of national unity and morale, and develop the ability of teachers and students to discern false information.
Cultural communication mobilization readiness:
  1. Supervisory Agencies: Ministry of Culture.
  2. Key Points: Ensure that media corporate bodies supervised by the Ministry of Culture implement mobilization-related operations, establishing a clarification mechanism for misinformation and disinformation, and support government administration and stable social development.
Strategic communication and dissemination mobilization preparedness for external affairs:
  1. Supervisory Agencies:  Ministry of Foreign Affairs.
  2. Key Points: Leverage international media and diverse communication channels to enhance external message communication, increase international understanding, and expand international support and influence.
Radio and Television Enterprise Mobilization Preparedness:
  1. Supervisory Agencies: National Communications Commission.
  2. Key Points: Supervise radio and television enterprises to implement fact-checking and media self-regulation measures, prevent the spread of disinformation, and maintain social stability.
Military News and Cultural Communication:
  1. Supervisory Agency: Ministry of National Defense.
  2. Key Points: Promote all-out national defense education, enhance awareness of all-out defense mobilization, foster national unity and morale, integrate drills for validation, shape a favorable strategic environment, and obtain a leading position in information dissemination.
    The Readiness Program for Mobilization of Morale and its Classifications are issued according to the provisions of Articles 5 and 6 of the Enforcement Rules for All-out Defense Mobilization Readiness Act respectively before March 31st and May 31st of each year.
